Of course the lack of 3rd party support is the responsibility of 3rd parties. Anyone who thinks different is probably a child. Who other than the 3rd party in question should be held responsible for what games they decide to release and not release?
All this "the system is too this or the userbase is not enough that" is one thing only: An excuse. At the end of the day, you either make a game for a system or you don't. If you don't that's nobody's 'fault' but your own. Whatever reasoning you have has no bearing on who's responsibility it is.
