In the West, the senior management exist to take final responsibility for the company's actions. That's why they are paid so highly. When a company performs badly, it doesn't matter whether it's the direct fault of that management or not, they have to take that responsibility and leave.

That's clearly not the case in Japan though.

Iwata is the president of NOA actually. It doesn't matter really anyway as all primary decisions are made in Japan anyway.
