The 3DS didn't really peak early, it's just in a much different market today.
This has happened before but even this past month I was on vacation and was flying through 4 or 5 different major airports, and I saw 2 3DS systems with kids and literally hundreds of kids playing on their parents iPad or the parents themselves playing on their iPad/iPhone/Galaxy/etc. etc. etc. etc.
