Not surprising. Germany literally hates the Xbox One. I went at both launches to the local media markt. When Xbox One came out, there were about 20 people in front of the store. When PS4 came out, there was complete madness. 100+ people waiting, but they only had systems for people who pre-ordered. Good thing I did just that. Also, Xbox One is available in masses and ain't selling too well. I counted 38 boxes today. Only at one retailer. Didn't see a single PS4 on shelves since launch.
There are a number of reasons for this mess. Germany always was Sony Land but on top of that, people around here are seriously pissed off about all that NSA spying and the initial DRM. The Xbox gets bashed very hard, even to this day. Video games magazines as well as newspapers are just making fun of Xbox One. Kinect is also not that hot, it is connected to spying by most germans. While I firmly believe that MS doesn't spy on people, most other folks just don't want to have a kinect or pay for it just to let it rot somewhere.
Xbox One doesn't stand a chance in germany. I think it will sell more in Japan than here.
