There are not many (civilised) cultures that are not interested in gaming at all. They are into PC gaming already and when the ban is lifted and consoles released, they will be into console gaming as well. Sure it will take some time, but you can sell a lot of machines over there.
China became sooo important for a lot of industries in the past year - not only as a producer, but as a consumer. I think they will be the 4th major market in the next 5 years. Look at the automotive industry for example. Every fifth (!!!) BMW sold is sold in China and this rise happened in such a short period of time.
So there is a lot of purchasing power and there is a big demand. Piracy is the only issue now. If I were MS, I would release the Xbox One there as soon as they are able to ship enough units in the West. The "chinese Xbox One" would be a special one with the DRM still in place. It would make piracy difficult and open a new market.
Imagine not having GamePass on your console...
