Well if you mean a billion yes, but realistically why do you think it wouldnt add much?

- People who want one in China already import via grey market
- Rampant piracy; no one will pay retail game prices
- Disinterest in Western and especially Japanese console games, as compared to booming PC and mobile, especially F2P
- High cost and risk of doing business as an outsider company
