Depends. I didn't expect Next-Level Games to do a good job with Punch-Out!!, but apparently they were behind the two Mario Strikers games (which I disliked, but were successful... probably because Mario and soccer are two popular things). And they did a great job with the new Luigi's Mansion, so I guess Retro isn't the only notable Nintendo dev in the West anymore.
F-Zero GX from Sega AV surprised me too, for similar reasons. I didn't like Super Monkey Ball, but then again, there were some notable Sega vets on that dev team. The same could be said for Platinum and its Capcom vets, I suppose.
Mother 3 was Brownie Brown's second game, after the solid (but not popular) Magical Vacation.
I don't think Monster Games had a hit release before Excite Truck. Come to think of it, Excitebike 64 was given to Left Field and it turned out very well.
