I think it's probably more likely this. Some people got really excited about that last month and we know Nintendo had a terrible November.
My guess is retailers are not ordering a lot of Wii U inventory from Nintendo having been burned by sluggish sales all year long so what they are ordering is getting priority placement in store locations for the holiday rush rather than online inventory. That would make more sense.
Retail gets priority over online, the last thing you want are shoppers coming into your store on Christmas week and being greeted by empty shelves because you decided to keep units in your warehouse for online.
