We need to think about how much a Wii U COD port would need to sell to achieve profit.

Treyarch's Wii/Wii U team is 39 people, going by the credits of the game.

Ghosts and Black Ops II should cost less than the Wii COD games to port because they require less work; where the Wii required a huge amount of modification to remake the graphics because of the hardware disparity, porting the 360 version to Wii U should have been very straightforward, especially as they're not really leveraging the Wii U hardware. (No higher res textures or improved effects like in Need for Speed or Trine 2)

Wiimote controls have undergone only minor tweaks between entries since Modern Warfare Reflex in 2009, so that wouldn't have taken a lot of work either.

All told, it should have been a very cheap undertaking to port Ghosts to Wii U.
