This is how I would make it:
-Ditch the second screen, I would keep a single 720p capacitive screen.
-Give it the same button layout as the 3DS, only add the second circle pad.
-For graphics, a Tegra 5 processor or equivalnet (so Ps3/360 level)
-It would be able to play games on TV using a docking station: it would use wireless controller and wiimotes for remote play.
-2 version: the standard with a 4" screen and an XL with a 7" screen. Optionally a 3D version or a TV version (like PsVita TV).
-Release date 2017, price about 199$
-Name: "GameboyHD" or simply "Gameboy"

I have reservations about nintendo ditching the second screen, but it is possible.  They are going to do their design will the "kid" market in mind.  I'm not sure if they will follow a similar paradigm of the Sony portables.  They would definitely have to carve out a distinctive hardware look.

The dual screen was a novelty in 2004 but now it's not so unique anymore, Kids and people in general are accostumed to use large capacitive screens on smartphones and tablets, a small touch screen with a stylus is becoming a bit anachronistic. Also I think their next handled should be able to play games on TV (Mostly for multiplayer games), and it would be too complicated to adapt games designed for dual screens.
