Microsoft's anti-consumer policies really hurts the industry.

Because every publisher is scared to be the only one to do it.  What if one publisher does it and the others don't follow.  That publisher lost out on money for that one game and might not want to continue losing out on each game. 

In the short run, if all the publishers do the same they lose out on a little money, but in the long run when people don't buy an Xbox One because it's not getting as many games, they'd make more money because they would have less consoles to port the game over to and close to the same amount of people buying their games.  Publishers need to get together and discuss doing this with each other, but it'll never happen.

Most publishers don't particularly care since they release games on PS4/XBO at the same time. Rayman Legends and Deus Ex HR were rare occurences.
