PS4's 700K EU Launch VS PS3's 600K EU Launch - Which is more impressive?

But the 700k number is EU, or is EU+Latin America+Oceania???, because if it's the second one, EU, must be 600k at max., so the same as PS3...

Edit: If PS4 sold 600k in EU, it's not impressive at all considering the UK and NA numbers....
