This has nothing to do with naomi. The model 3 was a *very* powerful hardware when it was released and I doubt Scud Race would have been possible on Dreamcast.

Just take a look at the tech demo and notice the pop-ups:

 

I can't see the video you posted, just give me a direct link. PPC and SH4 both use RISC arcitecture.

The Naomi was more powerful than the Model 3 board. With that said, Dreamcast is basically a Naomi board.

 

The Dreamcast could have easily done Scud Race, just like it did other Model 3 games.

Here is the best looking racer on Dreamcast caputered with a VGA adapter.

The Dreamcast really was more powerful than people gave it credit for.
