Wii U November NPD needs to be above 350k to be "healthy". No excuses, put up or shut up time, the GameCube sold 468k its second November (same exact equivalent time frame).
If its below that then its simply not selling well, there's no spinning it. Even 350k to be honest is nothing to throw a party over, but I look at it as at least as a baseline metric.
