They were as similar as a 360 to a dreamcast:

Model 3: PPC
Dreamcast: SH4
GPU: 2 x Lockheed Martin Real3D/PRO-1000
Model 3: 2 x Lockheed Martin Real3D/PRO-1000
Dreamcast: PowerVR (tiled rendering)
This has nothing to do with naomi. The model 3 was a *very* powerful hardware when it was released and I doubt Scud Race would have been possible on Dreamcast.
