Yes, but Silicon Studio is made up of former SE staff. Notice how they use the same main artist they used in Final Fanatasy 12? I suspect the staff is mainly made up of those who worked on that game:)

The arts still done by SE staff. Akihiko yoshida. The producers also work at SE. The story's done by 5bp staff member who wrote steins gate and was granted special permission. The director works for silicon studio, and the development credited everywhere is SE and Silicon Studio
