Honestly, I doubt it will be much more than 20 million. Because honestly, other than FInal Fantasy, what killer apps do consoles as a whole have left in Japan? ESPECIALLY since the Wii U will be lucky to break 7 million, and the One will be lucky to break 1 million. Even if the PS4 sells somewhat more than the PS3 has so far, that's still only about 20 million.
In order for the 8th gen to outsell the 7th, the Wii U needs to recover quickly AND the PS4 needs to do better than its predecessor. And the One will almost certainly do worse than the 360, making it all the harder.
I think the beginning of the end of console gaming as a mainstream form of gaming in Japan was when the PS4's launch in the country was delayed into 2014. It's only a matter of time before console gaming becomes largely irrelevant within Japan. Whether Japanese companies continue to make console games in abundance afterwards, or aim for the internal market with handheld games, is going to be interesting to find out.
