I thought the 2nd one was much better than the first one. (I share this opinion of the books too). The first one is a fun popcorn movie. While this one is a imo pretty great.
I thought the first one was Battle Royale-lite. While this one develops it's own world really well. Also like mentioned above, the directing was better, no shaky cam and things like that.
I'd give
Hunger Games 6/10
Catching Fire 8/10
