I don't think anything was ever intentionally gimped. I think at first the PS3 had a smaller install base and so less resources were committed to the development of games on that system. Also the architecture was a bit odd. Same thing is happening with the Wii U now. If it had an install base of 80 million core gamers it would be guaranteed to get the best multiplats.
I think now the power in the ps4 is easier to access and it may in fact be more powerful overall, giving it the advantage over the One.
Personally, I think any developer who has made it to the point of developing AAA titles is talented and hard-working, but they can only work with the resources they're given.
