Also are you guessing based off the article? Not saying I'm right and you're wrong, but my experience of using unity for the two other next-gen consoles leads me to interpret this a different way.

This is based on the press release from Microsoft/Xbox at the Xbox Wire site and based on the two press releases/news items at the Unity site.  Making a comment based on what IGN wrote, which is based on a blurb from Major Nelson, which was based on a quick reading of the official release probably isn't the best way to form an opinion about what is available to developers.

The bottom line is.  If you are signed up with the ID@Xbox program you get Unity Pro for Xbox One for free.  If not, and or you already have licenses for Unity there is an Add-on that will provide you with the same features that are available with Unity Pro for Xbox One and that add-on is available for free too.

Basically you did make some minor mistakes with your interpretation. The way unity works is you have the free version, the pro version, and add ons to the pro version. To make an xbox one game, you need the xbox one add on for unity pro. Microsoft has made this add on free to all developers registered with them. If you aren't signed up with them you can't get the xbox one add on, even if you wanted to buy it.

In addition Microsoft is giving for free a special version of unity pro that only works with the xbox one add on. Devs who use this version of unity pro cannot publish on PC or purchase add ons for publishing on mobile and other platforms. Instead they would need to purchase the standard unity pro for that. It's effectivly a trial version of Unity Pro that never expires.
