I don't think either of those has been confirmed to being localized, also wouldn't Theatrhythm FF Curtain Call be more considered a music game than an RPG?

If it's anything like the first, then yes. The levelups in the were not really intergrated into the gameplay. You were able to make more mistakes if you were higher level though.
