It will be digital only, all Shin'en's console games have been.
And the download will be small. The biggest console game they've made to date was 82MB. ;) (They are sorcerers when it comes to file compression, their Wiiware were under 40MB yet still looked better than almost anything on the system and had a very decent amount of content)
