Very simply cause it would be a risky proposition in terms of unit sales. Microsoft got away with it, so Sony finally decided they could get away with it aswell. Anyways Sony's decisions arent the ones creating the problems in the first place. The ones ushering them in are microsoft.

Nintendo didn't do it though, and I think the Wii U's online system is more robust (more features) than the Xbox 360's. They didn't include paid online. This is a decision Sony took. If they didn't take it they would have an advantage over Xbox One, but they chose to not do that, but include paid online.
