Nope. On PSN it's free. Cross-chat is not the same thing as normal online chatting. ;)

No, you wrote that Cross game chat is a feature that you use while you play online while paying. On PSN and Xbox Live in the current gen theres normal chat that is a multiplayer additive to a game. On PSN you dont have to play for cross-chat which, (much like Xbox Live Gold does) will allow you to contact your friends whom are gaming while they mute their in-game chat. Two different things. PSN+ enables multiplayer chat (with the multiplayer fee), but cross-chat is enabled on free PSN in the next gen and both are dead even at eight users. ;)
