Excatly, actually games are coded to run on 32MB of much slower RAM while the 3DS is coded to use 128MB plus 6 MB of VRAM so it's a little better than 4x in terms of RAM!!! Overall powerwise would be somewhere ~2.5-3.5x when everything is accounted for. Maybe more since the 3DS is running two dual-core ARM11 processors with a much more modern GPU than the PSP!!!
