When will the 2ds surpass Vita's lifetime sales?

Never is most likely because that would mean 2DS selling over 20k weekly. Vita sales need to continue dropping, which they kinda already are but I think the Vita can still manage.

Although Its not entirely impossible, it really depends on 2ds reception
