The DS had a Refresh Rate of 60, like the PS Vita.

The 3DS has a Refresh Rate of 180.

Screen refresh rates and frame rates are two completely different things. Most 3DS games are 30fps or less. Mario Kart however is 60fps and looks absolutely stunning IMO as a result.

I understand the Vita screen refresh is actually 120hz and not 60hz. However again, most games run at 30fps or less. There are more 60fps games on Vita than there are on 3DS however.
