I highly doubt that.
Engines like Project Spark and LBP are great for creating game concepts and fleshing out your idea in playable form, but they are completely different than building a game from scratch. The big skill shared between developers and LBP players is creativity, not necessarily technical know how.
Also does anyone know if Project Spark has the ability to model and texture new meshes? I know you can model the ground, but is that it? So far this game is looking great and really similar to LBP1, but in 3D.
