Back in April when the Wii U was (Still is) selling terribly? Data for sales of launch titles came back, hell we had them here back then and they're not pretty. Hell Vita ports of the same titles sold quite a bit better. So why again should third parties justify sending a ton of Wii U Injustice copies when retailers will want insurance? In this case it's best to send the bare minimum to minimize losses since the game was in development when Wii U sales of everything was an unknown. Though, to be fair on your end, they should have atleast filled their pre-order orders. Though I'd like to know in what shipments games need to be sent to major retailers. The next order up from minimum might have been way too large.

At launch, I knew Injustice for Wii U was going to tank. I went to three Gamestops and they had 4 copies. Not per store, but 4 copies between the three of them. I honestly wonder what was the point. Given those sort of numbers, why even bother porting the game in the first place. Even if they sold every copy shipped, it doesn't seem worth the investment.

Games go into development early. They might have started work a year before launch, if not earlier. Wii U was unknown, most third parties took a chance and got no returns. Game was also slated for a later release, but then sales came back for launch titles, and they weren't pretty. If Wii U software sales were up they might have shipped more copies, but everything was tanking. They either relase strong; but cause huge losses due to price cuts (Which are reimbursed), or just send the bare minimum. No way the game's ever gonna make its budget back. Do what causes the least amount of losses. Isn't it on the eshop as well though? I haven't really looked at the retail releases other than the virtual console stuff. But if it's there they're probably expecting anyone who would care to just buy it digitally (Or not, no idea if it's available digitally).
