Nono, Sega never had any problem in the hardware part, they lacked the funding and the ability to know what hardware to bet on. The hardware in itself was always very well built. MS bet on them with the Dreamcast and Sega should have let them had their chance, instead they went software (however this allowed MS to produce the true succesor to Dreamcast, the original XBox).
