Because it's part of the business model -- the hardware is sold for less than you expect, but they recoup the money by bending you over for the memory cards.
It's no different from say a restaurant that sells its burgers/fries for cheap but gouges you on drink prices, they need to get you into the restaurant, so you're attracted by the low price for the food, but the drinks is where they get ya.
