I was very confused when they announced that there would be multiple manufacturers. "Whats the point! Its just going to be a PC!"
But maybe that is just step one. Get the PC lovers to endorse it first, you know the people who really love steam. Let them customize it, choose the specs, hack it any way they want. Get them used to the idea of a PC in the living room. As this happens word of mouth starts to generate and valves gets to test the waters.
Maybe step two, which is later down the road, is to get a little more restrictive with the hardware. Maybe there is a "standard steam machine" down the line, which will come out for the less techie people, the people who don't want to hack and customize.
Maybe Valve is easing their way into this.
