Translation: We are rushing to finish it and its pretty damn incomplete and unstable at the moment.
Never the less, I doubt many care, whatever issues it will have at launch it will probably be fixed in matter of days with a patch 
Also, OSs are never perfect at launch, all that matters is the constant evolution.
