The gamepad is just using gyros for that. It's actually really, really, really, really, really, really bad at tracking motion compared to even the basic wiimote. It's the same tech as the 3DS.

Oh, well I still stand by games which use both Wii-Motion Plus and the Gamepad being only playable on WiiU. since no other system has both as well designed working in tandum.
