they're made so they can make "Smart tvs" cheaper for people who don't care about internet features on their tvs but want a good tv and picture quality.
with this you can make a normal tv into a smart tv basically, its just a little HDMI dongle, this one however doesn't take an HMDI port because it has an HDMI in as well.
