1080p and 60FPS definetely doesn't sell games or games like Wipeout HD, would have sold like hotcakes and studio livepool would be in business.
It definitely matters to some people like me. 60 FPS, and 1080p for me is huge and I'll rebuy console games I really like later on PC even if nothing else was added.
Developers could implement the option fairly easy by having 2 modes. Fancy graphics for 1, and then 60FPS with like SSAO, Tesselation, and Various Particle effects reduced.
