Ubisoft had faith at some point, but we are long past that point. All their Wii U games in the second half of 2013 will be about making some money back on projects that were too far into development to abort them. Rayman was delayed for half a year to make it multiplatform, even though the Wii U version was supposedly already finished; this indicates that what little faith was there was already gone at that point. Ubisoft did cut corners on Splinter Cell, making it the worst version of the game. Nobody should expect good things from AC and WD at this point.
And if we are going to talk about faith in the platform, there wasn't much to begin with. Otherwise Wii U versions would have been announced on the same day as the games themselves. Instead the announcements came out of nowhere (at least for SC and WD, not sure about AC).
The bottom line is that the self-fulfilling prophecy is already in progress. If Ubisoft's games bomb this fall, they have all the justification they need to skip the platform in the future. If their games sell for some odd reason, it will already be too late, because there won't be enough free resources to make good Wii U versions for games releasing in 2014 (because those versions that are not planned at the moment). So best case scenario is that Ubisoft will bring some gimped ports next year which simply delays the inevitable. They won't get away with gimped games two years in a row, so flops are guaranteed. This means that whether or not Wii U owners buy AC4 and/or WD won't matter in the slightest, so nobody should feel obligated to buy Ubisoft games for a cause like better third party support in the future.
It's a good thing that those games will flop, because otherwise Wii U owners would get stuck in a feedback loop where publishers think that gimped is good enough for the Wii U, so gimped games will become the norm. For Wii U owners, the entire third party situation is a case of "damned if you do, damned if you don't", same as on Wii. So my advice to everyone is to only buy the games they really want, not because of a false sense of taking one for the team or something. Don't waste your money.
