The obvious difference is 2DS and 3DS are both handhelds. While PSV is a handheld as well PSV TV is actually a console. To make a comparison an example the MegaDrive/Genesis had some kind of a spinoff (handheld) with Nomad that basically was a portable MegaDrive/Genesis. Back then sales weren´t added up to MegaDrives userbase for obvious reasons.

Whether it's a console or a handheld, it's still a Vita. Besides, it might make Vita sales actually look good.  

This is basically the only reason they would combine the sales - to inflate the numbers. Basically to make them look better than they actually are, the same thing they have been doing in their financial reports in which PSP and PSV sales are combined just to hide the real performance of the systems. Since one is aiming the handheld audience and the other (PSTV) is aiming the console audience it would make sense to list them seperately. This would guarantee a more concrete picture for us interested in sales data and the development of the market,.

It's a very different console but at the end of the day, it's still a Vita and should be tracked with the other models.
