The thing is the Wii U doesn't have anything else like Bayonetta to build an audience for such a game. The PS3/360 have similar types of games, Bayonetta on the Wii U is basically just stuck on an island by itself.
I think it's just a token effort from Nintendo they wheel out once every 1-2 years to encourage third parties to make similar types of games, but they likely know themselves it's a game that's probably going to bomb.
