It hasn't been announced for Japan yet, but the Western announcement was timed to coincide with PAX, something Japan doesn't care about. I expect the Japanese announcement to take place before TGS. The 2DS is definitely not Western-exclusive, and there's no reason for Nintendo not to release it alongside Pokémon in Japan as well.
