So if Nintendo's Next Handheld is a tablet, would that be considered a social device?

Sure it is. That's like saying Microsoft Surface isn't a tablet because the cover has a physical keyboard on it. Most people even call the Wii U controller the tablet pad.

To the OP's point, if the "Nintendo Tablet" has social apps and a form factor reminscent of tablets, sure. I'd like to see them allow for easy porting of Android or iOS apps if they go this route.
