The 2DS screen is one panel (single screen) guys. Nintendo just split it up with plastic borders to mimic the 3DS/DS dual screen "look".

As for the OP, sure that would be better, as you're effectively getting a larger bottom screen that Nintendo is giving you anyway, but I understand why they didn't do it as it would probably anger some 3DS owners.
