Because it should be categorize by genre. How many RPGs does Pokemon has? the 6th mainline ones and don't now how many more. Fighting games? The Pokemon Stadium games and..I don't know. I was moreso speaking from a chance standpoint. Outside of X and Y, you could argue that every Pokemon is much like a roster update.

Depends on who you ask. Hardcore Pokemon players can tell you how much the game and it's mechanics changed when the 3rd gen introduced special attack and special defense. I'm no Pokemon expert but I know that was probably the biggest changed the series had so far. Plus the inclusion of different types of Pokemon (like Magnemite which in gen 1 it was only electric type, but now it's also steel type), those changes may sound small, but for a Pokemon veteran they were huge when it came to strategies and stuff. 

And I can tell you the small differences that happen each year to NCAA Football. Doesn't stop people from calling it a roster update.

the only gen that was more of a gen roster update was from fourth to fifth gen, trust me they all are completely different from each other, especially mechanic wise. Us Competitive players have to learn new strategies/etc in a new gen. Its just similar plots and 8 gyms thats the same. If you dont kno pokemon... You dont kno pokemon :P
