Minecraft on Vita but not WiiU??

Yep Vita still isnt selling great but smaller indie titles have generally been very successful (often more so than other gaming devices). So it makes sense to put minecraft on it - especially with the touch controls to make gameplay even better. Wii U still hasnt found its niche yet (other than nintendo Ips of course) and that makes it a bit harder.
