Not everyone plays multiplayer. The bar for multiplayer is probably only going to be 20 million people at the most per console. The problem with Xbox Live is it forces everyone to pay the bill. Its optional with Sony.

You only have to pay for multiplayer on PS4, all other services are free. This as opposed to XBO's Golden Gate.
