I think this may become the norm for titles Nintendo doesn't expect to sell well from now on -- a very small initial retail shipment with an emphasis on pushing people to purchase the game digitally where Nintendo earns a fatter profit margin per sale.
They kinda did this with Fire Emblem in the West too, but I think the first shipment went so well that they decided to add a healthy restock.
Expect the same for X and perhaps Bayonetta 2 also.
