By "sold to retail," it means sold to stores (retailers)... not to end users yet. So any stock that is on the shelf or in a retailer's warehouse is counted by the manufacturer as "sold," but VGChartz (and NPD and other such metrics) only count it when an actual end user customer buys it and takes it home. That's the most meaningful number for gauging market penetration and install base, but the manufacturers like to focus on the number they've built and moved into the channel.
