Yes Xbox One will have a MUCH bigger indeie scene than PS4. In fact I predict a HUGE amount of bedroom Indie devs by gens end and a landslide in exclusives for Xbox One that just can never appear on PS4 due to Xbox One being a devkit at retail.

Here are my opinions.

Little Big planet has allowed users to make levels/modes for the last 3+ years ;).

Also the Xbox 360 allowed you to make games using the Xbox you purchased, this isnt anything new - you could just use XNA/Arcade.

Sony have already moved to a more open platform with their Open Mobile based platform, making games for Vita etc can easily be ported onto a tablet/phone... PS4 is already going this way.

At the moment, XboxOne is getting pretty much obliterated for Indies, not my opinion, but the opinion of indies, and if you follow the right people on twitter, you will notice the crazy amount of indies that are currently making stuff for Vita/PS4. This *could* *might* change.. but right now that is not the case. The reason, Sony is litterally sending out dev kits to indies... MS havent/cant (production issues?). So it is actually a good idea to allow development from a purchased Xbox, but that wont happen until launch... while Sony are sending them out like candy at the moment and so have the head start.
