I think if they're going to do retro tracks as DLC it should be free, but I would pay for more new tracks further down the line.
For example, do an additional four retro cups and four new cups in the 12 months after release, but release one free retro cup every month over a four month period, then release the four new cups together as a "Grand Prix" paid DLC pack. That's the approach I'd take, anyway.
