You can finish a game 100% first then have DLC, is what they meant. They did this with FE: Awakening, and I hope to see them do it with MK8 aswell! It'd be really smart for them to since players who buy the DLC will basically be advertising it to everyone else when they use it online, whether it be a character, kart customization, or a course. Much extra money to be had there, as if they weren't already gonna get enough!
